Are there any steps that must be taken prior to filing a grievance?

According to your parent handbook you should begin addressing any concerns with your caseworker or planner first, and potentially their supervisor if the problem is unresolved.

How and where to file the grievance?

No formal grievance process, instead:

  1. Contact the New York Office of Children and Family Services for more information and a directory of county offices.
