California doesn’t have a statewide ombudsman just for CPS, but each county may have its own process. Start by contacting your local office and ask how to submit a complaint. If your child is in foster care, check with the county foster care ombudsman or the Office of Foster Care Ombudsperson. See Q&A below for more detailed information.

There is limited information provided about the grievance process. California has a county-administered Child Welfare System. Concerns should be addressed directly with the involved county Child Welfare Services agency.
